CSEA Chapter 157's Board has been working to clean up some Contract Language that has proved ambiguous to chapter members. We will be voting on the MOU (Memorandum of Understanding) to clarify language in article 14.12.7 of our contract.

Tuesday is Veterans Day and is a holiday. Monday is not a holiday--it is a Student Free Day.

April 1st 2008 Meeting Update

The annual conference will be held in August. We will send the President, Brad Ennis and vote on two others at the next meeting. The candidates that would like to attend are Gus Hernandez, Jim Houghton, and Terry Scharfe.

Classified Employee Week will be May 18-24 th. It was motioned and approved that each comprehensive school site, M. O. & T, Adult Ed/Community Day School will receive $100 and VVHS will receive $75. Westminster HS is to include the food service dept in their festivities. Marina HS will include the inclusion programs in their activities also.

Brad said that CSEA is selling t-shirts, mugs, pencils and he had the order form if anyone wanted to purchase items.

A motion was made and approved that we would pay $150 for Ann Norvell to attend the May revised meeting on May 5 th in Long Beach. Since she attended the district paid first session, everyone felt it appropriate that she attend the second one.

The unit members are asking for a memo regarding employee’s time cards and adjustments that have been made to the time cards without their knowledge. They felt that if adjustments were made, they should receive a call or be made aware of it. Brad said that he and Mark Soden will meet with administration on that issue next.

March 4th 2008 Meeting Update

Superintendent Van Riley attended the last CSEA meeting and held a Question and Answer session during which he outlined the plan put before the board at the February 26 th board meeting.
 
A Brief Recap

All interested CSEA members are invited to attend next week’s study session* when more ideas will be presented to the board. It will run from 5:30 to approximately 7:00pm on March 11 th.

Our superintendent’s philosophy is not to “over react” or to “over notice”** while remaining compliant with contract and state requirements. His plan to protect student support services and to protect employee benefits and positions by looking at vacancies/using good judgment in spending practices and not using layoffs-- was reassuring. He also said he would not compromise the safety of students or employees by not filling positions. Positions would be looked at 3 ways: to fill Limited Term, Substitute or In-house.

Asked whether the 5 million short fall was for 0809 school year or are we expecting a short fall this year. Answer: We are fine this year. The 5 million is for the 0809 school year. Actually, he is projecting it to be 3.5 million but with the CPI (Consumer Price Increase--the inflation factor), step increases and -2.5% COLA—it is projected to hit the 5 million mark. The preliminary state budget will be out the end of May.

He commented on the confusion experienced by the community. They wonder why there is any short fall when the bond just passed. Answer: It is illegal for the bond money to be spent on anything other than facility improvements.* Study session: you may watch--but not participate.

CSEA employees negotiated salary increase for
2007-2008 is 4.54% 

The salary increase was your October 10th paycheck.

The 4.54% is retroactive from July 2007 and that will be included in your Nov. 10th paycheck.

Article 3: RECOGNITION

The District and CSEA agree that new classifications will be created. The two new classifications are Campus Supervisor and Clerical Assistant. The duties of the exempt classification of Attendance Caller, Campus Security Assistant, and Supervision Aide will be incorporated in the newly formed classifications. Selection will be made in accordance with Merit System provisions.

The 2005-2006-health benefits plan shall be maintained and fully funded by the District

Being part of the negotiations team means that you are willing to volunteer your time to attend the meetings that take place after working hours, early mornings or late evenings. Release time is provided fo the meetings that are held during your work day.

This year the full contract is not up for negotiation. Salary, Health Benefits and 2 other issues-- to be decided--will be under consideration.

The following tentative agreement was reached last year by the negotiation team:

Article 12: SALARIES
Effective July 1, 2005, salaries shall be increased by 5.3%.

Article 13: FRINGE BENEFITS
(1) Health benefits shall be maintained and fully funded by the District for the 2005-06 and 2006-07 school years.
(2) Beginning November 1, 2005, or within thirty (30) days, the District shall improve the current VSP Value Plan to the VSP Signature Plan.
(3) Beginning November 1, 2005, the District and CSEA agree to meet quarterly to discuss common interests and issues related to the health benefits program. The District shall provide health benefits data including but not limited to:
a. Utilization
b. Financial data related to health premiums
c. Health Net reports and updates
d. Option of entering an Employer-Employee Health Trust
e. Other health coverage issues
(4) In accordance with AB 2208, domestic partners will be eligible for health benefits. Domestic partners will be added to definition of “immediate family” under Article 14, Leaves of Absences.
