Charter Schools: The cost of a failed experiment

When the charter law was passed in California in 1992, no one intended it to be a playground for con artists and billionaires. Certainly some charter schools adhere to the original vision of a way for public schools to experiment with new and better methods to teach our children. Charters were intended as part of—not a replacement for—the public school system.
