On July 8, 2019, CSEA and the District reached a tentative agreement for the 2018-19 thru 2020-21 Collective Bargaining Agreement

 

CSEA Negotiations Update #15

 
July 8, 2019

We have been in negotiations for just over fifteen months and met today for our 15th negotiation session.
CSEA and the District have reached tentative agreement.
The tentative agreement includes:


2% one-time salary bonus for 2018-2019
2% on schedule salary increase for 2019-2020
1% on schedule salary increase for 2020-2021
Clarification of night shift differential
Health Benefits remain the same
Social security for part time employees
Increasing the work day for Athletic Trainers and Community Resource Coordinators to 30 hours/week and 10 months/year, qualifying them for district paid health insurance benefits.  Clarification on combination of rest periods and lunch breaks.  Clarification on which classifications work during Thanksgiving, Winter and Spring Breaks.
Addition of Parental Leave
Three-year term of agreement.

Clarification of the July 8, tentative agreement for our CSEA Brothers and Sisters,

Good morning CSEA Brothers and Sisters,

Since Tuesday's update and announcement of a Tentative Agreement (TA) on a 2018-19 thru 2020-21 Collective Bargaining Agreement, I've received several calls and emails asking for clarification of the terms. 


First, let me address the side issues that were integral to the deal. Our Community Resource Coordinators (CRCs) have long been 24 hour per week employees who work many more hours than that, but were denied district paid health care benefits. Also our Athletic Trainers who have been 15 hour employees, but who work many more hours than that and have their salaries augmented by booster organizations and site monies. Both of these groups were upgraded to 30 hours weekly, giving them paid healthcare benefits. 


CSEA for years has sought to have our less than 20 hour employees enrolled in the Social Security System and this too was a part of the agreement. No more PARS, a weak retirement system, which is more like a savings account. 


This brings me to salary. All Bargaining Unit Members will receive a 2% ONE TIME bonus for 2018-19. This is not a salary increase, it is a bonus off of the Salary Schedule. Additionally, all Bargaining Unit Members will receive a 2% salary increase, on the Salary Schedule for 2019-20 and a 1% salary increase on the Salary Schedule for 2020-21. Retro checks for 2018-19 and the 2019-20 pay increases will be issued after ratification of the agreement by both CSEA membership and the HBUHSD Board of Governors. 


I hope this helps in understanding the terms of the TA. We will notify membership of the date and location of our Ratification meeting and vote.
